I'm pretty new to this game do ill admit, I'm a little clueless as to proper etiquette. I take other people's turf where I can, mostly from people who look inactive- been hanging around for a year with fewer than 1500 mob. (That's all I have myself, but only been on for about 6 weeks, I'm working on it) recently a heavy hitter has started picking off my turf. He doesn't respond to messages. At what point do is it reasonable to think about recruiting a vendetta?

If your new, don't take inactive turf until you understand the finer points of the game. Inactive players should be taxed not capped.

Who is the heavy hitter??

Concentrate on getting more mob and stamina. You are an easy target at the moment and you do not have enough stamina to be part of a V. Remember the V only lasts a week.
Chat to the the bigger player attacking you. Surprising this is a game where you can make friends. Just not with everybody.

Inactive turfs can help your turf income. More turf around you're turf increases turf income. It's more profitable to not cap inactives because those turf will never come back

In the long run yes, taxing a turf increases the income for that turf and frees up turf limit to plant an additional turf somewhere else...
Additionally, your turf will earn more per hour because of the additional players in the area.

For example an 86 turf in an unpopulated area earns less than $10k per hour. While a turf in a heavily populated area earns close to $55k per hour.
