State Capo

  What's needed to become state capo? Influence doesn't seem to be it

  Some areas aren't assigned a town or city when you place a turf, so it becomes whatever state the turf you're making is in. I used to have one turf that was in New Jersey with no city, town, or otherwise attached to it.
