Best mission is purse snatching. Don't know about highest level. And lapua rifles.

Highest weapon really depends on it's purpose, highest for defence is the Lapua Rifle, but highest for attack is the Tommy Gun.

Again best mission depends on what you want to achieve, max income or max experience. Both Purse Snatching and Ransom give the highest ratio of experience per energy point used.
