How is an alliance different from a V and is there an actual way in the game to create one?

Alliances are not in-game features. People set them up on their own. There are no restrictions, and you don't add stats together like a V. You can still participate in Vs together, but its not an automatic thing. If you have any more questions, feel free to ask!

Don't look for an alliance, mob up (5k-10k) and they will find you. put turf in a big city if you really want to get noticed
