Is it OK to attack an inactive player's turf just once without capping them to knock their influence to about 70 just to get more protection money?

I think the health on the turf will regenerate, so there is no point

The health regenerates, so it's useless, but you shouldnt be attacked for it. However, a car bomb is a better approach because it will stay lower influence

I think that's fine. Most players don't do it because of the labour intensity compared to profit, for smaller players it's a good idea tho.
Car bombs are also a good possibility but can often lower inf too far.
Attacking is more work but will make you more. Car bombs are less work but you might make less.

Yes, it's fine to do this. I used to do this all the time before loot upgrades existed.
It's useful now if you don't have a lot of loot or if you are in an area where your loot is likely to get capped.
If you're going to do it long term, you will be better off building multiple turfs to collect protection from the ones you are going attack.
