After I captured some turf I noticed it subtracted income to pay the cops how do I stop it?

The only way is to become the capo of the area as far as I'm aware.

You can buy protection. Go to the Missions page and at the top right is a button to pay protection. It lasts for 7 days during which you do not pay police.
Otherwise get the Capo!
