How do I take over other mobsters turfs

There is a guy that is setting up shop right next to my turf I have attacked one of his turf till it is out of commition and it still doesn't give me the option to capture

His turfs must be 24 hours old to capture...

Ok so I waited till the turf is at least 24 hours old and still it won't let me capture it any sugestions
