He is much higher level but he only has 2 turfs and I have 2 if I get 3 will I become the capo

Yes. Though, some people become partial to their cities, so he may build more, or even move closer to you and capture your turf. If he comes for you, just be sure to keep an influence rings distance away. :)

All u have to do is just focus on ur 2 u have now and upgrade them. No need for a 3rd
