Why does it cost more to build turf in one area than another

The more heavily crowded an area the more it costs to build a turf. In a place where there's no one around for miles, it'll only cost you a couple thousand (lowest I've paid is $1.5k). If it's super crowded and you can barely find a spot to place a turf, it can cost millions (most I've paid is $10 million, but I've heard of people paying more).
