Is it spoofing when you travel physically to places and plant turfs there?

No.
Spoofing occurs when a player actively sends false GPS data packets to fake their presence at a particular location.

I tried to plant a turf where my gps said I was and it said I couldn't cause it was outside my other turfs? I tho you could claim turf where ever your device is?
