2/3 areas are pretty far out in the sticks.
I don't think many will hope all that way unless there's a good reason.
I would suggest maybe advertising a turf art in that area.

I had a similar problem with my home town when I started!
I planted over 100 turf there to attract attention and eventually it grew!

In some small areas that I am in, or areas in which turf are sparse, I will give up diplomacy and become very aggressive, and the area becomes populated. It boosts my income, especially when small players come, and I can tax them increasing my turf income by 100,000+

Why would small players go to a city to boost your income if you're just going to tax them? 😒

Small players came when they thought they could beat me. I expanded and they were far below me- then I could tax them. It helped me get a few billion early on to deal with the dozens of turf I had capped when I had >20 mob

Well try to keep the noobs in the game by PMong them and giving them help. next message everyone in your area asking if they are active and say hi. You'll get a lot of friends that way. Ask them to plant some turf in what ever area to increase income in that area. I'm doing it now and I'm getting progress and friends that have already proved usefull👍
