Attack advice?

Hi, I'm fighting for the title of capo of an area with another guy (no suprise there) but the problem is he's a third of my level and keeps rapidly building new turfs. I can't win a fight with him due to the bonuses he gets for being so low (from don) and he can't win a fight with me.
Were currently just Upgrading turfs and swapping title of capo back and forth. Any ideas how I can start taking some of his turfs out of the equation?

Increase your mob....buy more weapons...drop a turf next to one of his and launch a vicious attack on his turf and capture as many as possible.

Or reduce your influence just enuff to kik his ass then nick his turfs
