A player is physically located in the same city as me, but the majority of his turf is several thousand miles away. Can I make a successful V with a player located near his turf? We are very far from each other but I am close to the target and he is close to the targets turf. I want to assist the other player in destroying his turf. It's my understanding the other player will be able to use my power to destroy the turfs, but I cannot directly attack them myself. Is that right?

With respect to your query you both need to be within 1,000 miles of the turf being attacked or defended for both your mobs to be combined.
