Can anyone explain about "safe zones"

Big ass strong players decide. Not completely safe though, there's always a bigger fish in the sea.

A group of smaller players can get together and decide to have a safe zone where they just farm off each other. But a big player or two can always hop in and decide to bust it up. Like anything else, you have to be able to protect your assets. This goes for individuals as well as groups and alliances.

There are some really well controlled safe zones though.
Mr Doux opened up his safe zone on Prince Edward's Island, and all of it is a giant safe zone.

Gotta communicate with the turf wars community around u. U gotta ask around get to know people and places where these zones have been set up, there are no road maps to them.
