How did dropping $1.5m on a gambling den and adding 20inf to my turf only increase my earning on that turf from $25.5 to $28.2?!?!

Also, where can I read up more on strategy of placing turf? It seems one place I drop will net $4k and one placed right next to it the next day will net $6k. It almost seems like it's worth it to tear down a property and rebuild every once in a while...
