You can only use one account per device (iPhone/iTouch). To have a second account you'd need a second device. But this is dangerous waters as it's very easy to cross the line and get banned if you use multiple accounts.

How does anybody know if u r? I mean u would have to be stupid to let people find out ur using mule accounts

There is ways they can tell. I've played tw for a while and so has my wife with no issues. You can actually use multiple devices as long as you aren't using them in conjunction with each other to gain an unfair advantage or gang up on people.
