I have tried to send them to emergency room and after attacking their turf which is close by but still I don’t work. It says something like turf is out of commission. Any suggestions ?

Look at the capture checklist at the bottom of the turf page. It will tell you why you can't capture.

And did you see the HOW TO CAPTURE TURF thread at the top of the help section?

A lot of time and effort went into putting that together.
