If I join a vendetta my def drops 30% correct? If I do can the target of that vendetta cap my turf?

Does the 40% penalty apply to the creator of a V who has not yet added any targets to it?
Also, does the target of a V always get a full 24 hrs before it takes effect against him/her? Thanks.

1. Yes, don't start a V until you are ready to roll.
2. Yes, even if you add a target later.

40%, the target doesn't get the advantage from this, but the rest of us do

What is the advantages and disanvantages of being in a vendetta?.

Advantage -> combined attack and defense against specific target
Disadvatage -> lowered defense against everyone else
