How do you go about identifying inactive accounts? As a noob, I would like to try my hand at capping turf now and would like to select an inactive account/turf to do so. Thx.

If you suspect a neighboring act to be inactive take screenshots of his profile. Watch the number of missions he's done. If he doesn't do any new ones within a few days chances are he's inactive. also send a public message before capping asking if he's inactive. This way you've covered all your bases

I tend to agree with this method, but getting V'd at this point would really suck.

Best method. Another way I usually check is by looking at the most recent turfs, how long ago were they built? Also their comments, any indication that they've talked to someone recently? If it's been more than two months for both of those it's a decent indicator of it. Also, if they've been the same level for a long time. But I always try to send a message first just to be sure.

Also look at their Experience numbers. If the first number is higher than the second, that's a pretty good indicator. It means they're getting XP from attacks, but they aren't doing missions to earn XP. It's similiar to the turf limit thing.

Just ask them. That's what I do. If they don't reply, attack! Just not too soon like I did XD
