Unlikely, however if your mobs overall attack is 30% superior to your targets defence you will definately win. If it's less than 30% then the chance of winning decreases from 100%.

Also, if someone is newly arrived in your area they may have a defensive penalty of up to 30%.

You could also wait until they join a vendetta against someone, and their defense will drop by 40% to the rest of the world.

I've capped from players a little stronger than me with armor piercing ammo; use your losses to bring the turf to 0, then equip the armor piercing ammo to cap it. Make sure your defense is high enough to do this, because otherwise they'll cap it right back. However, this is mostly for mobsters with 1k more mob than you.
