I can attack this one person who attacked my turf (they're in Florida) but I cannot attack thier turf?

Florida is a big state. His turf may be further away than he is. Maybe he is right at the distance limit for attacking.

I'm in california and he's in Florida all his turfs are n the same spot in Florida. And none of my turfs are out of California

then he's probably visiting California but is over limit and can't place turf.
