I've been waiting for this turf to read "Capture" vs. "Attack" should I keep waiting or just try to cap?

You will only be able to capture it if your opponent has at least 10% or more of whatever your total influence is, so you may have to wait until his mob is bigger, or downgrade your own by selling A few casinos etc to bring your total down !! Hope this helps 👍
