The Total Influence of the person you are targeting must be equal or greater than 10% of your Total Influence.

So let's say you have 5,000 Total Influence; your opponent then must have AT LEAST 500 Total Influence or greater.

If it is under, you could sell some of your turf upgrades until your inf is low enough. If you want the turf bad enough.
