Despite paying for police protection I'm getting busted with seemingly greater regularity. What determines how frequently you get busted when performing a particular mission? I have noticed the risk of some jobs changes as you advance levels.

Just do the first mission, thats what i do. It has the greatest energy/XP ratio and the lowest risk.
