I have a guy who has 2 accounts and is using the lower for protection and building turf with it to cap it with his main account. Is this ok?

It's not against the TOS, but is frowned on by plenty of the community. IMO it's pretty lame. That's why you hear about players that like to go mule hunting. I like mule hunting. 👍👍

Anyone can look at those accounts and see there isn't a damn mule being used u idiot nor was it ever ask any of the higher players around my area... And I bully people? I set in place a peace treaty u dipshit to allow people lower to collect income at max capacity.. Anything else???

Muleing is a grey area in that is acceptable to have two accounts on two different devices, but it's a violation of the TOS if those two accounts are used together to the detriment of another player or to give one player an unfair advantage.
That being said, if the guy is just minding his own business and collecting on a few of his own turfs, there's no need to publicly call him out. Just let the guy play his game how he wants.

It depends. If both accounts are his then no it's not. If the other account is someone else's then IMO it is ok
