What level are kevlars available?

I'm not big enough yet and don't want to level up so I wondered what level I had to get to before I could stop and be fully armed.

For others reading this, my wife just started playing and I asked her to keep track of when items become available since I never did. She is still at level 6 and can purchase Kevlar.
