Why is the don helping this guy?

  I'm trying to capture a turf near me, all the critera has been met (all green ticks), but whenever I attack I get a message from the don saying "ease up" and noting the don gave him a "little bit of help", why is this happening?

  i thibk because u pickin on a small person under level 25
