+1 it is basically a way for other mobsters to say they are not happy with your actions.
After being ERed comes knocking turf out of commission. Then capping and a V to destroy you in an area.

I've got a couple of guys constantly attacking me at the moment and each one puts me in the ER. It's great because when I regularly bank they get no money and when I forget to bank I'm already in the ER so they can't take my shit, and I still get experience from it. So in some ways it can be a good thing to protect your funds
