If they're bigger than u I think u will still pay. U can attack their turf, they reduce in size and u stop paying upkeep. Or sell up and move where u ain't got someone ontop of u

It can take up to 10mins after you've made it 84 for the server to kick in. Level does not matter. 84 turf will never pay protection unless it's been beat down.
Just give it time
