You shouldn't have to...but then you don't need to increase your Turf Limit at all to play either. The only other way to increase your limit is by leveling up.

Turf income is related to the population of OTHER players turf in the same area.

Which again means it sucks if you live in a rural area... I hope that new freshmen at my university get some iPads and try to attack me.
