Turf limit and captures

So if you are planning a big take over, say your turf limit is 15. You capture 10 turfs, now your at 25 out of 20 available turfs. Does this mean you can't make a new turf unless you level up a ton, tear down 6 turfs or increase limit through don points?

So to take over more areas you, without spending real cash have to tear em down?

Ya captured turfs shouldn't count against your total.
