It just keep you from getting busted on missions. Do you do enough missions in a week for you to feel that it's worth it?

Go to your turf list. See any city where you're not Capo? You pay a penalty. Pay for police protection and you keep that money for a few days. It's quite worth it if you have many turfs where you're not capo.
