How cum high ranked people hav like 1,000 turf. Do they get granted unlimited turf or do they buy it??

More than Hal of my turfs are stolen from inactive players. Only drawback to owning more than your limit is that you won't be able to build anywhere. Even if you tear down your previous turf, until you are below your limit, you won't be able to build. So, i'd have to destroy 50+ turfs if I wanted to build one new turf.
