Depends on how many don points you have. If I buy 500, I'll usually buy 2 crates.

The announcements link from the home page. Double loot weeks (or weekends) are usually reserved for times like Christmas or the anniversary date of TW starting. When it's coming you'll see a LOT of traffic in the gd chatting about it. When you check on the announcements page you should be able to scroll down and see the last few events including the double loot weeks.

turf limit, hands down. you can get loot everyday for free with missions.
