The Fight Tab Name List

Anybody know or have an idea of what decides whose names appear on the Fight page list? I know you have to be level 40 or higher, but what other criteria determine who shows up? Most of the list is the same names every time, but certain other names appear more randomly. There are some that pop up often, and others I rarely, if ever see.
