If I join a defensive vendetta, And it's not targeting anyone, will my defense still be 40% less to everyone?

Yes. Your defense is lowered to anyone that is NOT the target of the vendetta.

And you can't have a defensive vendetta unless you target someone. Your vendetta will only assist you when you are attacked by the target of the vendetta.

Defensive is not really an accurate description. Counter-vendetta would be a better term.
