How can you tell if a area can have a capo?

look at a turf planted there and it will show you the name of the city (sometimes the place isn't actually a city in real life) you can be a capo of anything classed as a city or town and it will tell you who the current capo is

Also if you try to plant a turf (way out of your range) a red message comes up on the top of the map. As well as telling you it's too far away, it should list the name of the city for the exact point you tapped on.
