  What happens to weapons when you no longer have the income to cover upkeep?

  You keep the weapons, but you can go into negative income.

  Yep. Or I'm pretty sure at least. I don't see why not if you still own 'em.

  I think it'd be like owning a gun and not being able to afford bullets, making them useless.

  I could be wrong, but I think your only penalty is going further and further into debt.
