When should you level up?

Hi, I stopped doing missions and fighting after I learned that leveling wasn't good until you built up. However I was already at about level 44 and now I'm level 45 with about 1700 mob. What are some guidelines about leveling up?

Don't pass level 50 unless you're ready to be capped by players 10% higher than your influence.

It is not 10% higher than you, it is if you have 10% of their influence and that decrease over the levels until there is no restriction at level 50
