If I capture turf from a player and they have maxed out turf limit when I take a turf will they still be able to place a turf in that slot now that the turf in that slot is captured?

What I mean is say they have 12/12 turf and I take one does their limit go to 11/12 or stay the same?

It goes to 11/12 and they can rebuild.
