What does it take to be capo of an area? If there are no other players, can you create only one turf and become capo? And if it requires multiple turf, then can they be concentrated or must they be scattered about?

It just requires a single Turf to be the Capo of one City. (If there are no others.)

To become capo, you just have to build enough turfs to get the most influence in your city. If someone is already capo, you can become capo by building enough turf until your turfs' influence is more than theirs

I'm trying to figure out how to become capo of a state. Is it based on total number of controled towns/cites? Total area controled?max influence?

I tore down 4 turfs near KC and lost capo even though I still had the highest overall influence.

Yes - capo is based only on the turf in that city

No, although if the geocoder gets messed up it's possible. Is this happening to you?

I and several other people seemed to be capo of new York* at the same time. But I think it's fixed now! Gasface is now capo of new York.
