I have read that purse snatching is the best way to get exp with it's ratio, but isn't ransom the same ratio at max lvl? Purse snatching is 3 exp for 2 energy while ransom is 12 exp for 8 exp.

Yes. And ransoms money ratio is better. It's a good choice when looking at xp
