In this time we can't compete with the vets if your not willing to punch 1k a week. So this is my suggestion. My noobs, keep your level at 10 and mob up and build turf. Use the done free points to up max turf. And just slowly build turf and mob up. This startegy so far has been a peaceful route. With no chaos. And buy knives, vests and galessi. You can also ignore this and do as you will. Just wanted to point out this option to you fellow noobs in this time.

Just to get myself situated, then I'll play the original way of tactics mafia style. And cap, cap, cap, and cap.

If I could do it again I'd do exactly that. Have a turf limit of 200 or so and a mob of 15k before breaking lvl 20 would rock.

LOL i did that i was at 1.2k mob at lvl 12 then i pissed a punch of people off and got leveled. 120+ attacks 0.0 that leveled ne up to 15 in 3 burgalrys.
I kept going now my turf limit is 22 before i reset i had 25 turf limit at lvl 48 :P -

Yeah I wish I'd have done this a few weeks ago. I made the mistake of leveling up fastly for a while and not mobbing up. Thankfully I'm still under level 25 so I have some protection still.

Don't worry too much about early-game strategy if you're already at a higher level. Just keep building your mob and everything will turn out fine. I get crushed all the time in NYC, where 10k+ mobs are common, and I just rebuild.
