I think there should be a new upgrade for purchase, but have it be ridiculously expensive. Maybe 2 new upgrades. One upgrade with 3 parts cost 50mil, each and one more upgrade with one part that's costs 500mil. That way, people with huge influence can have bigger turfs than those without.
