Additionally new players don't know not to raise their inf too high too quickly. The 10% rule won't do much to protect them if they have a high inf.

New players usually reach about level 50(ish) then give up when they can plant turf or capture any. The loot may keep them going. 30 sumit turf when u reach godfather isn't half as much as you need for what level of a game tw has reached now. The game has grown since it first started, I think the original turf limit should too.

I agree that, to make people work, there shouldn't be an increase in basic turf limit, but there should be some as loot, if very very rare.
