Create actual mobs.

Instead of just adding people to create a "mob" form actual mobs. These mobs will have a chain of command. Members don't own actual turf. The mob as a whole owns turf with payments being made the the members. A leader will make all decisions. Different mobs will be able to go to war with each other. The winner gains all the losers turf.
