Shouldn't there be some kind of cap on the level difference! For example it's kinda unfair that I can get walked all over by a level 69 when I'm level 45.

If there needs to be any cap at all, it should be on mob size. Level means very little in this game since the att/def stats are inconsequential. Higher level simply translates into higher stamina & larger mob cause the person has been playing longer to accumulate more mob members.
Mob size is what truly defines a players strength in this game though.
