If a new arrival to an airport puts down a turf, it has a 30% penalty on defense. If the next day they cap someone, their capped turf has no penalty on it. I saw it in Hawaii and now seeing it in Sydney. It's a really nasty bug in game.

Send feedback, the dev team need to know about this to enact a fix ASAP.
