They should make it so the capo of a city can place new turf throughout that whole city. Idk just something I just thought of right now

Not entirely. Not if it only allows the capo to claim new turf in the city that thier in. So let's say since right now I'm the capo of San ysidro and let's say I was also the capo of idk Hollywood (example) then if I was in Hollywood I would be allowed to place new turf anywhere theought holly wood but not in San ysidro. Not til I actually go back to San ysidro. Get what I'm saying???

How bout this capo can buy turf at 1/1 and invite friend to area ... Good to start high income for those in the boonies of course this would cost alot !!!!

This makes no sense, if you are a Capo already, it means you have got many many turfs in that city/town, if you spread your turfs far enough, the whole city will be pretty much covered in "green area"...
