....in cities where you have a capo. Maybe 10-20%. Enough to reduce the plane ticket's effect but without nullifying it. Would make it important to secure one when you land. Of course it would only affect the turf of the place in which you have capo. Too much?

I like it! This levels the playing field a little. Or maybe when you gain capo the defense weakness goes away.

This was suggested as an additional benefit in line with my stronghold loot idea. I don't see why not.
